| The equalization of basic public services in the province is an important link in promoting the equalization of regional basic public services,and it is significant to achieve the goal of equalization.One of the ways to achieve this goal is to straighten out the fiscal relationship between governments,especially the adjustment of the fiscal relationships between local governments.Because the central government does not have direct contact with local governments below the provincial level,the provincial government has greater financial autonomy in the process of specifying intergovernmental financial relations and allocating financial resources within its jurisdiction.In other words,the definition of the fiscal relations between the provincial government and the city and county governments is determined by the provincial government and varies from province to province.On the other hand,there are certain differences in the financing strategies of provincial governments in the field of basic public services.In essence,these two perspectives are both analyzed in the dimension of the fiscal relationship between local governments.Therefore,from the perspective of the provincial government,based on the financial relationship between local governments,it is of great significance to analyzes the causalities between the independent variables including the definition of the relevant financial relationship between multi-level governments and the financing strategy in the field of basic public services and the dependent variable named the equalization of basic public services within provincial jurisdiction.This thesis first uses the Theil index to decompose the difference index of basic public services in each province from 2015 to 2019.Then it analyzes the general financial relationships between local governments based on factors such as fiscal expenditure,fiscal revenue and transfer payment;and then in order to carry out a comprehensive analysis in the financial relationships between local governments,this paper uses the content analysis method to analyzes the financing strategies of provinces to promote the balance of basic public services within their jurisdictions,based on the policy text of "The Division of Common Fiscal Powers and Expenditure Responsibilities between Provinces and Cities and Counties in the Field of Basic Public Services" promulgated by various provinces.Finally,considering the multiple elements of the fiscal relationships between the local governments of each province as the explanatory variable,and the basic public service difference index within each province as the explained variable,this paper incorporates those variables into the panel data regression model to analyze the effect of each element on the equalization of basic public services in the province.The conclusions are as follows:1.There are large differences in basic public services between regions in China,but the differences are gradually narrowing as time goes on.The contribution of basic public service differences within provinces to the overall difference is much greater than that between provinces,so it is significant to pay attrition to the intraprovincial differences;2.The multiple elements of the financial relationship between local governments have different effects on the differences in basic public services.Among them,the strengthening of the provincial government’s fiscal expenditure responsibilities and the dispersion of fiscal revenue are conducive to narrowing the difference,but the downward transfer payment of the provincial governments do not affect the intra-provincial differences.3.Different provincial government financing strategies have different effects on differences in basic public services within the province:with the strengthening of provincial government financing strategies,the intra-provincial differences will be narrowed. |
