Since the overall goal of deepening reform is modernization of national governance system and governance capacity,how social organizations could play a better role in social governance has become a key research subject.Social governance must depend on social organizations,which are the third sector,apart from the government and the market.Since the founding of New China,Social organizations developed unevenly,and today there are still a lot of problems to be solved urgently,including not only external issues such as legal,regulatory and taxation issues,but also internal problems such as irregular operation,unscientific decision and lack of competency.To solve these problems,we should start from the system and mechanism,and further study the future transformation and development trend of social organizations,which is the core content of this paper.Based on related theory of public management and combined with the current development of social organizations,this paper explores how social organizations participates in governance through external system and reformation.This paper consists of six chapters.The first chapter focuses on the relevant theory and literature overview.The second chapter mainly introduces the concept of Chinese and foreign social organizations,and the role of social organizations in the modernization of governance in China.The third chapter focuses on the development models and process of domestic and overseas social organizations.The fourth chapter explores and summarizes the current situation,experience and problems of the social organizations in Beijing.The fifth chapter and the sixth chapter introduces major problems of the social organizations and puts forward relevant suggestions.
