A Study On The Local Government Supervision Of Philanthropic Organizations

In the 90s of the 20th century,the state began to realized its importance for the regulation of philanthropic organizations,and gradually explore the government regulatory for philanthropy.In recent years,under the guidance of the relevant documents,the party committees and governments at all levels of Shenyang have promoted the development of philanthropy public welfare undertakings as the important work of building "harmonious Shenyang",setting up a philanthropy organization quarterly inspection,annual inspection and annual assessment system,etc.Initially forming a pre-regulatory,regulatory,post regulatory system throughout.Philanthropy as a civil subject and important player in the philanthropic activities,facilitator,has made great progress and remarkable achievements in its transparency and operation.But because of the limitations on charity itself and government regulatory implementation not reaching the designated position,there is a series of problems,such as insufficient supervision effectiveness,lacking regulation,hindering healthy development.Thus,the regulatory of the government is inextricably linked with the charitable organization,it is worth further exploration.The first chapter is the introduction part,mainly introduces the purpose,significance,methods,literature review,etc.The second chapter,the author clearly defined target proposed theoretical basis for local governments to main content charities regulatory,and "voluntary failure" theory and "public-private partnership model" as the paper.The third chapter is a introduction to the Shenyang municipal government regulatory for charitable organizations and the fulfillment of regulatory necessity.On this basis,the fourth chapter puts forward the problems existing in the local government to charity organization supervision,namely"regulation strictly to charity,inadequate regulatory effectiveness,afterwards supervision become a mere formality,regulation of charities beforehand,light matter,afterwards",and analyzes the causes of such problems.The fifth chapter,the author from the "conceptual change,widen the channel of the supervision,intensify fostering,charity culture atmosphere,information disclosure" five aspects put forward the countermeasures,hoping to charitable organizations in the development of regulatory of local governments to improve the meager contribution to the future force.In the last chapter of this paper,a brief summary of the author,and points out the limitations of thesis.
