On The Government Responsibilities In Resolving The Crisis Of Our Philanthropic Trust

One after another exposure of the2011philanthropy scandal, the philanthropic purpose of the organization and its operation mechanism are subject to serious doubts about the public. In view of the related subjects in the current crisis of confidence more than the government-run nature, tend to lead to government agencies credibility down. We should see in the development of the philanthropy which based on government-led, the Government’s guidance, specifications, and regulatory roles were not often made the practical desired effects, but lead the Chinese philanthropy which start lated to fouling heavy that set rent of rent-seeking behavior in the philanthropic activities of the soil environments. The root causes of exitence, may not be effective in improving the people both of philanthropy in the healthy and orderly development of the loss of confidence, also questioned philanthropy governing philosophy and capabilities. On the situation of this philanthropic trust crisis, our government must re-examine their own roles, improve the current situation as soon as possible out of the plight of the crisis of confidence effectively, and to promote the philanthropic cause in China to the legal, scientific and democratic, which is a profound social problem which is needed for us to reflect on urgently. Exploring this issue, not only has a strong theoretical significance, but also has a certain practical value.The new public management theory was used in this paper, this theory advocated widespreading implementation of the private sector methods and theoretical ideas of the mechanism of competition in the government and other public sectors, and asked the philanthropic cause should break the government in charge of commanding position as a social and public utilities, actively introduce competition mechanisms, promote the charitable cause to open air, fair and transparent operation, in order to establish solid credibility of the philanthropy. Meanwhile, the philanthropic event is a social act, and the interaction of social behavior can not be separated from the trust between people, emphasize that trust is the important social forces trust theory provides an important theoretical support for this study.This paper is divided into five chapters. The first chapter is the introduction to introduce the research background and significance, summed up the scholars on the subject of philanthropy class research status, indicating that this research tools and research methods, this research ideas and the basic framework and innovation of this paper. The second chapter described the basic connotation of charity and charitable trust crisis, and to analyze the causes of our current charitable trust crisis from charitable organizations both inside and outside, to investigate the responses of the Chinese government to resolve the crisis of the charitable trust, that which does not make perfect place. Listed in Chapter III of the course of development of philanthropy in the United States, Britain, Japan, the three countries as well as government play positive role in promoting the development of its philanthropy, combined with China’s charity development trajectory comprehensive comparative analysis can learn useful insights, China’s charity development in the direction of the Government. Chapter IV presents the Chinese government should strengthen its own functional role in the construction of charitable credibility, and thus to enhance the charitable organizations and governmental organizations credibility, and promote the full range of healthy functioning. Chapter V concludes the summary of views on this article and pointed out the inadequacies of the article.The innovation of this paper is firstly proposing the concept of the philanthropic trust crisis by analysized of the philanthropic trust’s crisis from the perspective of the government, starting from the dimension of the administration, based on the construction of the functions of government, proposed to resolve the charitable trust process of crisis, to strengthen the Government’s role as the administrative body, and to collate and analyze, and provide a new perspective for the charitable trust’s crisis.
