Culture is the soul of E-government,It is a kind of new administrative culture under the E-government situation,Contains a variety of cultural features and elements like technical culture,network culture,administrative culture and so on.E-government culture is a kind of important factors in the development of E-government,and it is the key to development of E-government,so must carry out e-government culture construction.E-government culture include material culture,system culture,behavior culture and spiritual culture this four aspects.Based on this idea,this questionnaire survvey for part of the civil servants of MPA in Liaoning province and part of the civil servants in Guangdong province.Accordingly,to master our country E-government culture condition,especially cultural construction problems,causes,and further proposes the construction strategy,promote our country e-government cultural development.First of all,from the basic concepts and theories of the e-government cultural construction started,according to the investigation data and summarizes the cultural construction of the present stage our country E-government has achieved and the problems,Performance problem:first,the e-government culture was still in the stage of formation and it is difficult to promote;Second,e-government culture guiding role weakened;Third,The separation of e-government construction with the e-government cultural construction;Fourth,E-government culture construction subjective enthusiasm is not high;Fifth,the e-government culture construction means a single;Sixth,e-government culture construction positioning is not clear;Second,respectively from the system,cultural environment,ideas,practical problems in-depth analysis of the problems of cultural construction of e-government;Finally,on how to better construction our country e-government culture put forward the following suggestion:To strengthen the construction of the e-government cultural infrastructure:Perfect the system of our country e-government culture construction;To strengthen the construction of e-government spiritual culture;Improve the e-government culture construction subjective participation.
