With new media technology changes,the propagation mode of intellectual products and the ways of creations are changing,copyright products increased dramatically,social cultural products market is also increasingly flourish.Under the background of prosperous new media,the creators present the characteristics of "grassroots",real-time and scattered,their works present the state of decentralization,abundance and variation.Because of the lack of related legal regulations of copyright,the copyright work market shows fragmental situation.It is difficult for the copyright owner to protect their own rights and interests,and it is also hard for the users to get volume license.Copyright infringement situation is becoming more and more serious.Under the circumstance of interests imbalances of various parties,the copyright collective management system is pushed in the spotlight again.Due to the inherent features of collective agent,centralized authorization,unified fee in the copyright collective management system,it has become the effective system to solve the problem of work authorization fragmentation,and to govern centralized license of the works.However,in new media era,the rapid development of communication technology has broken the traditional copyright market pattern,blur the boundary of the identity of the creator,expand the definition of the work connotation,increase the way the works are used,all of these are the challenges which the copyright collective management system need to face.Based on the definition of copyright collective management system and its related concepts,combining with the social features of new media era,this article analyzes the development status of the copyright collective management around the world and the adjustment of the domestic collective management system which the countries cope with the new communication technologies.At the same time,combining with the established copyright collective management system and implementation status in China,this article analyzes the pros and cons of this system in our country,and puts forward some suggestions to improve the system.
