Research On The Government Behavior In Shihezi City

The creation of a civilized city is a systematic project involving all aspects of the political,economic,cultural and social development of the whole city.It is an activity that is guided by the government and widely publicizedby the public.At present,the Shihezi Municipal Government plays a leading role in the process of cerating a civilized city.The whole process is not only the process of urban backwardness towards civilization,but also the process of government behavior optimization and service-oriented government.Therefore,the purpose of this study is to analyze the changes of government behavior from urban development in the process of creation,and to analyze the causes from the perspective of learning,And then put forward reasonable countermeasures and suggestions to optimize the behavior of Shihezi city government behavior.Based on the relevant literature and field investigation,this paper takes the literature method to sort out the analysis of the government behavior and create the civilized city,and clarify the research content and research object of the thesis.At the same time,the use of interviews,Shihezi City to create a civilized city of the main person in charge interviews,was informed that the city government's first-hand profile;targeted to Shihezi City,different occupational groups to interview,from the citizen level to understand the impact of government behavior on social development.On the basics of the field investigation,this paper makes a systematic analysis of the government behavior in the creation of civilized city by referring to Marx's theory of public service and public choice.The paper consists of five chapters:The first paper chapter is the introduction,mainly from the background of the problem,research significance and research content and methods to sort out research ideas.The second chapter mainly introduces the historical situation and the government behavior of the civilized city from the theoretical level,and paves the way for the later analysis.The third chapter aims to introduce the main ways to create a civilized city in Shihezi City,from the creation of motives,advantages and Shihezi municipal government to take the evaluation system as a guide,special governance for the path,mandatory and non-compulsory administrative combination of behavior and Citizenship and volunteer organizations are the main ways to create civilized cities in a number of ways.The fourth chapter discusses the shortcomings and causes of Shihezi City government's behavior,and thinks that Shihezi City government has unrealistic situation in submitting materials,and the special governance way for intestingal obstruction may make the government ignore the long-term construction.The behavior of the government is slightly forced,the public acceptance is low,in addition,in the volunteer service and public participation also shows the government's administrative level is too high.Based on the theoretical analysis,the author points out that the root of the above problems includes two levels.At the government level,it is the dislocation of the interests of the government departments,the lack of the factorsof the implementation of the policy,the limitation of the government institutions and the working mechanism.With the urban administrative level restrictions and the deep-seated bureaucratic influence and teh social system development factors.The fifth chapter critically absorbs the successful experience of the creation process of Shihezi City,and thinks that the Shihezi City government should conti nue to adhere to the people-oriented and create the work idea of the people,seek to create the meeting of the activities and daily work,and constantly improve the government behavior,enhance the flexibility of government behavior,encourage citizens to actively participate in the construction of civilized city construction of civilized city construction of long-term mechanism.In conclusion,this study explores the main behavior of the government in the process of creating a civilized city in Shihezi City,and the positive impact and existing problems of government behavior on urban construction,and analyzes the reasons of the problem from the perspective of administrative science.It is of great significance to improve the urban governance level in Shihezi City from the strategy of optimizing the behavior of the city government and perfecting the government function.
