Study On The Problem Of Constructing Zigong City As A National Civilized City

Constructing a national civilized city is an important carrier to boost urban development.National civilized cities are recognized every three years.Accumulated 88 cities have obtained the title of "National Civilized City" in the first four terms.During the fifth national civilized city selection period,2015 – 2017,Zigong city,Sichuan province has participated in the construction of national civilized city.Zigong has remarkable achievements in the construction of a national civilized city,including improvements in the overall civilization quality of the residents,the beautification and purification of urban environment,the city’s comprehensive service capabilities and management level.However,the status quo is not optimistic and the problems are also very prominent.Based on this,this paper carries out the research to create a national civilized city of Zigong City,to create a national civilized city of Zigong city and provide scientific and feasible measures,provide practical reference for the construction of socialist modernization of city civilization.This paper introduces the background of the establishment of national civilized city,and the research on urban construction at home and aboard.The relevant concepts and theoretical basis have been defined,This paper analyzes the present situation of the construction of civilized city in Zigong,The experience of constructing a national civilized city in the relevant provinces and cities have been explored and refined.Combined with the actual situation how constructs national civilized city,through the use of a variety of research methods and the scientific knowledge of urban planning and urban construction,this paper dug,Find out the problems of Zigong to construct a national civilized city,and use the relevant theories of public management to analyze the problems,and to find practical countermeasures and suggestions.Some suggestions are put forward,such as establishing and perfecting the urban comprehensive management system,strengthening the urban infrastructure construction,strengthening the urban spiritual civilization construction,and strengthening the supervision and evaluation of the comprehensive urban management.Research shows that,Constract the requirements of constructing civilized city,Constructing Zigong City as a National Civilized City the main problems is six types of problems,that is the city’s comprehensive management system is not smooth,the low quality that appearance of deviation,,civilized citizen satisfaction is low,The window service is not standardized,the lag that city infrastructure construction.In view of the existing problems,combined with the actual situation of Zigong City,this paper proposes the establishment of a sound management system,six suggestions such as strengthen the city’s comprehensive city renovation,strengthening ideological and moral construction,mobilize the masses,to strengthen the service standardization construction,strengthen the city infrastructure construction,for Zigong to create a national civilized city of reference,in order to Zigong city to achieve the standard of Constructing Zigong City as a National Civilized City.
