The Study Of The Structure And The Function Of The Social Security Prevention And Control System

In the period of social transformation,China's economic development and public security are not synchronously improved.The sense of security is increasingly becoming the scarce social resources.The social security problem is an objective social phenomenon and there are rules to follow its development and changes.Social security prevention and control system comprehensively use various measures and means to systematically govern the security issues.It can be said that the social security prevention and control system is the key to solve the dilemma of the current social security to meet the needs of building a safe China.However,as a social control system with dual attributes of structure and function,in the actual operation,there is often a gap between the actual function and the expected function played by the social security prevention and control system.This gap mentioned above wakens the effect of prevention and control.Therefore,the study of the relationship between the structure and the function of prevention and control plays an essential role in enhancing the effectiveness of social security prevention and control system.With the guidance of structural function theory,the structure and function of public/social security prevention and control system are analyzed,and the realization degree of the function of prevention and control which is decided by the structure.Meanwhile,the function of prevention and control has a guiding effect on the structure of that.The function of prevention and control will affect the setting of the structure of prevention and control.In addition,the prevention and control system has the function of evaluation and ‘ought-to-be'.These two functions have important guiding significance for the design of reasonable prevention and control structure.The purpose of this research is to study the structural function relationship of social security prevention and control system by means of structural function theory,therefore,to find out the gap between the actual function and expected function brought by the structure of prevention and control and finally put forward some solutions of optimizing the structure of prevention and control to realize the function of that to the greatest degree.Firstly,this paper introduces the theory of structural function and suggests the feasibility of applying the structural function theory to analyze the social security prevention and control system.Secondly,the general structure and concrete structure of social security prevention and control system are analyzed.Thirdly,it puts forward the ‘ought-to-be' function of the prevention and control system and the evaluation function of the prevention and control system based on the AGIL analysis model.Then,the paper analyzes the structure and function of the documents issued by General Office of The Communist Party of China and General Office of The State Council and the social security prevention and control system of the three regions respectively to find out the inadequacies of prevention and control structure,Finally,based on the four procedures of adapting,achieving,integration and dimensioning,the paper comes up with the suggestion of optimizing the prevention and control structure and puts forward the tentative plan of the social security prevention and control system.
