Research Into The Reshapping Of Police Authority

As an important instrument of People's democratic dictatorship,policemen are the public security administration force with an armed nature and penal judiciary power.The peculiarity of this occupation determines that policemen must undertake the social responsibility and historical mission of protecting national security and maintaining social order.Meanwhile,it means that policemen need to face the highly dangerous and hazardous work from time to time.With the complication of public security,policemen's law execution confronts severe challenges in recent years.There are more and more hindrances in the process of executing public businesses according to laws.Some phenomena frequently happen that may violate the lives of policemen and compromising the reputation of them like attacking policemen with force as well as insults and humiliation,which leads to the disappearance of police authority.Thereby,reconstructing the police authority and securing a favorable external internal environment for policemen in the new era,is a significant content of public security team building and an indispensable need to build a harmonious police-public relationshipThere are five parts in this dissertation:Chapter One is the introduction.It includes the main purpose,the meaning of study,recent studies of police authority,study methods,and the innovation points.Chapter Two generalizes the policemen authority,which expounds the concepts of power and authority as well as their relationships,the notions of police power?authority and their relations as well.At the same time,this part also elaborates and analyzes police authority's characteristics,construction,types and manifestation.Chapter Three is about the representation and cause analysis of the weakening police authority.Through relating data and specific cases,the status quo of weakness in police authority and offences suffered by police when implementing laws are discussed.It also intensively analyzes the weakening police authority in terms of police organization,individuals,legal assurance and the law enforcement environment.Chapter Four elaborates the fundamental conditions and values of reconstructing police authority.This chapter illustrates the necessary conditions to rebuild the police authority from four aspects,that is,the initiative of policemen as main bodies of power operation,the legitimacy of executing law,the institution of law enforcement supervision,and the sense of identity from the general public,which provides a directorial guidance for particular works in reconstructing police authority.It expounds that it is of crucial importance in elevating law enforcement credibility,materializing social order and keeping public justice.Chapter Five is about the path choice in reconstructing police authority.Combined with manifestation and reasons of police authority weakness,it points that this task should be completed by cultivating ideology,building thing-in-itself,constructing organization and optimizing environment.
