Investigation Report On The Implementation Of Registration System

The<<Opinions on the People 's Court' s Reform of Registration System>> is Issued by the Supreme People 's Court in May 1,2015,and the court implemented immediately.The filing system is changed to the registration system,which makes the courts at all levels in the country experienced a thorough reform in a short time.Court staff across the country received a large number of cases,more and more parties get the "case acceptance notice".Especially the growth of administrative cases,shows the determination of China's judicial system reform,also vigorously demonstrated the basic concept of governing the country according to law.The main purpose of this research is designed to test the implementation of registration system and the problems in the implementation procession.In order to solve the above problems,the author visited the Third Court of Dongguan City and the Dongguan City Intermediate People 's Court through field investigation,and some questionnaires were designed for random masses,lawyers and judges in order to get a series of the latest and most realistic data.Combined with the relevant references to understand the effect of the implementation of the registration system,and analysis the results of the summary,we can know that: The problem of “Difficult to file" is basically solved,the public response is generally good,but the during the implementation process,the staff division is not meticulous,inadequate infrastructure,low litigation level,weak propaganda and so on,there are a series of problems,such as so many cases but the staff is not enough,the masses misunderstood about the new system.These issues have affected the filing work from different aspects,and affect the process of judicial reform.Refer to a wide range of factors,from the perspective of the court and the government point of view,the authors put forward practical advices and suggestions from four aspects in detail,which in order to make the registration system smooth development in China's judicial,and to protect the implementation of the registration system,also,to contribute to the advancement of our country's judicial reform.
