A Research Of The Prevention And Control Of Integrity Risk Mechanism Of Public Security Organs

The integrity risk is the possibility of the public authorities and their staff conducting corrupt behaviors.The integrity risk prevention and control is an corruption prevention mechanism which is established to reduce this possibility.It utilizes the ideal and method of risk management in modern management science,tries to put the power operation into the scope of risk management control,and forms a new mechanism of corruption prevention which has active prevention as its core and strengthened management as its means.Its basic approach is starting from the key ares and key links in public power exercise,using risk analysis methods,taking power operating process and work operating process as the main line,then conducting a comprehensive lookup of integrity risk points accompanied by targeted prevention and control measures to minimize the likelihood of the occurrence of corruption.As a fundamental and advanced active management activity to achieve "prevention first,prevention beforehand" in corruption governance,it can achieve even earlier corruption prevention,and its basic functions include advanced prediction of integrity risk,timely warning of integrity risk and effective prevention and control of integrity risk.The essence of it is a system setting which allows the public power sectors to achieve self-improvement,self-purification,self-innovation and self-improvement.It is a system innovation of corruption governance with Chinese characteristics and has important practical significance in promoting anti-corruption construction of public security organs and enhancing the ability to resist corruption of public security team.Based on corruption prevention theory,risk management theory and systems theory,this paper makes use of the methods of literature study,comparative study,empirical research and normative studies to analysis the basic theoretical problem and realistic path of developing and improving the mechanism of integrity risk prevention and control of public security organs.This paper defines and explains the concepts of risk prevention and control,integrity risk prevention and control and the mechanism of integrity risk prevention and control,and clarifies the elements,operating mechanism and ensuring mechanism of the system of integrity risk prevention and control of public security organs.Based on this,this paper makes a summary analysis on the current situation of the integrity risk prevention and control of the public security organs along with the mechanism construction of it,also puts forward countermeasures and suggestions to promote the development and improvment of integrity risk prevention and control of public security organs in four aspects:idea changing,elements perfecting,operational mechanism optimization and ensuring mechanism strengthen.
