Research On The Occupation Guarantee System Of The Basic Level Police Officers Under The New Normal Condition

Recent years,along with the advancement of comprehensively deepen reform,reformation has entered to critical period,social development gets into the transitional period,the economy has shifted gear from the previous high speed to a medium-to-high speed growth.In this period of economic slowdown has triggered a series of destabilizing factors affecting social stability.As the national security organization,police has assumed more onerous tasks and faced with more severe risks than ever before under the social development background of new normal period.In particular,police those work at the basic level is subject to occupational risks,and the risk is much higher than other departments.Under the new social security background,establishing the police's economic safeguard,career development safeguard,protection of the rights and interests of law enforcement,security and health professional security system which adapt to economic and social development not only can establish the people's police law enforcement authority,but also improve the enthusiasm of police work.Enhance the ability to maintain the social stability,to serve the economic and social development under the new normal period.In 2013 of the third Plenary Session of the 18 th CPC Central Committee,it proposed to“establish the occupation guarantee system of judges,prosecutors and the police officers.” It is the first time that the decision of police occupation guarantee system is determined by the Supreme Council of the party.Due to the short time of the concept of police occupation guarantee,the related research is in the initial stage,and the theoretical system of Vocational Security is not perfect.This paper defines the definition and content of police occupational guarantee;through the investigation of the basic public security organs in Cangzhou city of Hebei Province,this paper analyzes the deficiencies of the current police occupational guarantee,and on the basis of foreign advanced management system,the paper puts forward some suggestions to improve the police occupational system guarantee in china.The innovation of this paper is that it explained the basic concept of police occupational protection,comprehensive use of literature research,empirical research,comparative analysis and other methods,and a lot of new data and local policy documents,Combination the comprehensive analysis of the new laws,regulations and policies,and puts forward a series of new suggestions to perfect the system of police occupational guarantee.
