Study On The Investigation Countermeasures Of Traffic Accident Escape Cases

In recent years,the ownership of motor vehicles and the number of drivers in China were increasing year by year,coupled with the hysteresis of the establishment of traffic infrastructure and the development of related systems as well as other factors,which leads to frequent road accidents.Among them,the number of causing traffic casualties and escaping cases shows an obvious rising trend.However,due to the specificity of causing traffic casualties and escaping cases and its own cases and the existing defects of case investigation,the detection rate of such cases is pretty low in practice.In this situation,to select investigative countermeasures of causing traffic casualties and escaping cases as a research object has great practical implications.This paper took practice as the starting point,combined with specific cases and carried out systematic researches on the definition and characteristics of causing traffic casualties and escaping cases,the specific problems in practical investigation and the improvement of investigative countermeasures.The full paper was divided into three parts: introduction,body and conclusion.The introduction put forward the realistic background and necessity of investigative countermeasures of causing traffic casualties and escaping cases as well as the direction and purpose of this research.Body was the core content of the paper,which was discussed in four chapters:The first chapter was the elaboration of causing traffic casualties and escaping cases.The author tried to elaborate on “causing traffic casualties and escaping cases” systematically and to define the scope of causing traffic casualties and escaping theoretically;to analyze the causes of causing traffic casualties and escaping cases,providing reference to the following countermeasures;to elaborate the perniciousness and detection significance of causing traffic casualties and escaping cases and specify the realistic meanings of the research.In the second chapter,the author analyzed the distribution characteristics of causing traffic casualties and escaping cases and the behavior characteristics of escapees combined with concrete cases,providing specific support for the following research of investigative countermeasures.The third chapter discussed the existing problems in current investigation of causing traffic casualties and escaping cases.The author conducted analysis from the design defects of legal system,the hysteresis of investigation infrastructure,the obstructed linkage between traditional investigation means and science and technology and the defects in the application of science and technology in order to provide a useful reference for investigative countermeasures.The fourth chapter carried out a discussion based on above content.The author put forward some suggestions on the investigative countermeasures of causing traffic casualties and escaping cases,put forward concrete countermeasures and elaborated on the concrete content.The last chapter reviewed and summarized the whole paper and made a prospect to the investigation of causing traffic casualties and escaping cases in the future.
