Research On Management Reform Of Public Security Detention Center

In recent years,China’s legal system is becoming more and more perfect.With the development of the network from the media,people have improved the supervision ability of the law,and people pay more and more attention to social fairness and human development.The system of the detention center also changes and develops.With the promulgation of the new "Criminal Procedure Law" in 2012,which has promoted the soundness and progress of the judicial process.This puts forward new demands on the detention center in a weak position,requiring the kindergarten system to have new developments in order to have a better connection with the criminal proceedings.In this context,the detention center system has indeed changed,specifically for the detention center functions continue to clear,pay more attention to human rights protection,management more scientific and so on.Although the detention center management system has been improved,but in the future but also to continue efforts.The author believes that the core of the management of the detention center is to study the impact of the development of the detention center of the chronic illness and the new situation under the new problems.At present,China’s legislation in the detention center is still imperfect legislation,the relevant laws and regulations can not fully meet the needs of reform and development,internal and external supervision and control functions need to improve and other practical problems.In this paper,we focus on the reform of the detention center management,so as to solve the problems existing in the management of the detention center in the reform process.The first part introduces the development process of the detention center and the management contents of the detention center,that is,the detention center Overview of source and flow and detention center management.The second part is the existence of the management system of the detention center,mainly the implementation of the system measures are not in place,the detention center supervision work is not taken seriously,there are individual detention center police violations of the law,supervisors violations occur.The third part describes the detention center in the work process there are some problems.Including the detention center is not enough neutrality,legislation is not perfect,procuratorial supervision system is not standardized,the concept of human rights is not in place,supervisors of the professional quality is low.The fourth part of the management of domestic and foreign supervisors on the management of our detention center system,that is,the mode of detention for reference,corrective model for reference,on duty lawyer system reference,complaints mechanism for reference,custody applicable reference.The fifth part introduces the optimization of the management of the detention center.Including the institutional level: the standardization of the detention center system,improve the internal and external supervision mechanism,the appropriate open detention center,to build a duty lawyer system for our country;police level: to optimize the quality of police supervision,training excellent supervision personnel,establish the concept of rule of law,The establishment of a professional classification of custody management mechanism,the detention center medical security socialization,to protect the basic living conditions of detainees,the establishment of the detention center complaints relief mechanism.
