A Study On Qinhuangdao Security System Construction

The offices of the Central Committee Party of China and the Office of the State Council promulgated “Opinions on Strengthening the Construction of Social Security Prevention and Control System” on april 13 th,2015.In the third part of the “Opinions”,it puts forward the opinion of "improve the level of social security system construction of science and technology",and it is pointed out in Article 9 the contents of “accelerateing the construction of public security video monitoring system,improving the public area coverage density of video monitoring system and the construction quality,and realiziong the integration of urban and rural video monitoring and implementation of the "household technical defense".Therefore,the construction of social security system plays a significant role in the instruction of our country.As a breakthrough of improving the level of social security system construction technology under new situation,the construction of security system is an important task of information construction in Qinhuangdao Public Security Bureau.This paper takes Qinhuangdao construction of security system as the research object,analyses the current problems and reasons existing in the Qinhuangdao construction of security system,discusses the ways and methods to solve the problems.The purpose is to improve intelligent level of the social governance in the public security organ through the construction and improvement of the security system.The first chapter of this paper clarifies the subject,object and related theoretical basis of Qinhuangdao security system construction.The second chapter nvestigates the status of security system in Qinhuangdao including the construction of various types of security systems and the pratical use of various types of technical facilities.The third chapter summarizs the current problems existing in various types security systems in Qinhuangdao.The fourth chapter analyzes the causes of the above problems,including insufficient construction funds,lack of national laws and regulations,unclear management and maintenance rights and so on.The fifth chapter puts forward the suggestions and countermeasures to optimize the construction of the security system from the aspects of exploring the multi-level and diversified security system construction guarantee mode,establishing and perfecting the relevant laws and regulations,standardizing the approval and acceptance procedures of the security facilities,focusing on the linkage between the security systems.
