The Study Of Performance Evaluation Of Expenditure For City Construction Project Of Video Monitoring Networking System In B City

With the development of urban modernization,urban management is also facing tremendous changes and challenges,in which the daily prevention and control of urban public security management and the requirements of coping with public security emergencies are becoming more and more stringent.In order to better respond to the daily emergencies in urban public order and organize various activities of urban management,it is urgent to start the construction project of urban video surveillance networking system.On the one hand,establishing a complete urban video surveillance networking system can enhance citizens’ sense of security,but also become a powerful means for public security and other government departments to crack cases and govern the city;on the other hand,it has also been implemented.Provisional Measures for the Management of Financial Expenditure Performance Evaluation,Budget Law of the People’s Republic of China,and Letter from the Budget Evaluation Center of the Ministry of Finance on Cooperative Implementation of Key Performance Evaluation Work in 2018 are required to improve the efficiency of project funds,supervise the project process and objectively reflect the project results.Urban video surveillance networking system is also implemented in all parts of the country.The performance evaluation of the construction project is carried out to ensure that the construction project of the urban video surveillance network system is carried out in an orderly manner.At present,the construction of urban video surveillance network system in China is still in its infancy,and there are still many problems to be improved in the implementation of the project.Guided by the relevant theories of performance evaluation and based on the in-depth consideration of the construction of performance evaluation system of project construction expenditure,this paper studies and summarizes the construction of project performance evaluation system,screening indicators,determining the weight of indicators and evaluation methods,and then constructs the performance evaluation system of urban video surveillancenetworking system construction project: Firstly,field research method and KPI method are used.Select performance evaluation indicators,then use Delphi method and Analytic Hierarchy Process(AHP)to determine the weight of indicators,and use Delphi method to formulate evaluation criteria based on the characteristics of the project.Finally,the final evaluation results of the project are obtained by weighted calculation of expert ratings.At last,this paper makes an empirical analysis on the construction project of urban video surveillance networking system in B city.It studies and discusses the performance evaluation of urban video surveillance networking system in B city from the aspects of selecting performance evaluation index,determining index weight and formulating evaluation criteria,and finds out the performance evaluation result through the analysis of the construction project of urban video surveillance networking system in B city.The problems existing in the construction,management and operation of the project and the corresponding policy suggestions are put forward in order to help the management of the future urban video surveillance networking system construction project.
