Research On The Operating Mechanism Of Emergency Management In Sudden Public Incidents In Hunan Province

Entering the 21 st century,with the advent of a global risk society and an increase in the uncertainties in society,China's reform and opening up has entered the period of "interest adjustment" from the "universal benefit period." Many social contradictions have emerged one after another,these public events especially troubled the local governments.The ability to manage and respond to emergencies is one of the necessary capabilities of the modern government and an important indicator of the government's ability to govern.Effective management requires not only effective organizational structure,but also a complete emergency management mechanism.Under the background of the modernization of government governance,how to deal with and prevent unexpected public events better,improve the operational mechanism of emergency management and reduce the adverse effects,which caused by unexpected events has become an important topic for our government to improve its social governance.Based on the existing research results,this article in the introduction of emergency management system,taking Hunan Province as an example for an empirical study at the same time,by rethinking the problems of emergency management mechanism in Hunan Province,some pertinent and constructive suggestions are put forward accordingly,in order to provide reference experience for emergency management work.Therefore,With the aid of many methods such as the literature research,system analysis,theoretical analysis,etc,this paper based on the process of public emergencies,divides the emergency management of public emergencies in Hunan into four mechanisms,namely,the monitoring and early warning mechanism,the decision-making command mechanism,through literature research,systematic analysis and theoretical analysis,Communication and coordination mechanism and social security mechanism.Based on these four mechanisms,this paper studies the basic situation of emergency response operation mechanism in Hunan Province,and finds that the operation and management mechanism of emergency public events in Hunan Province is under the condition of early warning information coordination,decision-making command mechanism Operation,information dissemination and sharing platform,as well as the social security system psychological rescue system,post-disaster assessment and so there are many irrational.The reasons are as follows:First,the traditional administrative system has hindered the operation of the operation mechanism;Second,the traditional concept of " taking things as the main" has limited the level of government governance;Third,“Internet” technology application is poor,the government is not sensitive to the arrival of the crisis.Therefore,based on public safety theory and human rights protection theory,this paper puts forward the following optimization path for emergency operation mechanism of public emergencies in Hunan Province.First,it is necessary to change the government philosophy,adhere to the people-oriented and establish information release platform,protect the public's right to know,and value the society Psychological recovery;the second is to improve the emergency management system,while strengthening the emergency response command and information intelligence support platform,strengthening the establishment of the provincial emergency management office after it's independent setting up and the command of the intelligence and intelligence support functions;third is to improve emergency assessment system and strengthen emergency post assessment;Fourthly,it is necessary to improve the application of the "Internet" technology and strengthen the building of a learning-based government.Contemporary,it is necessary to establish a special platform for the sharing of internal information and government information and strengthen multi-party cooperation so as to give full play to the forces of social emergency.
