The Analysis Of The "Two Ethno-nationalism" In The New Era Of Social Transform In China

The "Two Ethno-Nationalism" is generally referred to Chauvinism(mainly Han Chauvinism)and local nationalism(narrow nationalism),but it is interpreted in different perspectives in different eras.This concept originates from the related discourse of Lenin about big nation's nationalism and small big nation's nationalism,Stalin about big-Russian-nationality Chauvinism and local's Chauvinism,and is localized by the CPC in the practice of revolution,construction and reform to fit the reality of China.To this day,the view that Chauvinism and local nationalism are the core ideology of the exploiting class is still regarded as convincing by the theories field.The two kinds of ideology have different connotations,and there are interactive stimulation-reaction relationship between them.In the new era of socialistic Reform and Opening when the exploiting system is eliminated,the connotation of the "Two Nationalism" should be wider.Approximately,the concept can be perceived from two perspectives,namely psychological recognition and value.In some extreme situations,the "Two Nationalism" can be evolved into national assimilation and ethnic separatism respectively.The CPC has always objected to the "Two Nationalism".However,the lesson from the past work experience and the sensibility of this issue make the interpretation of this policy turn prudent since the very beginning of the new era,whereas behind the shift of the interpretation is the modernization of China's governance mode.When Chinese government brought order out of Chaos at the beginning of Reform and Opening,it continued to oppose the "Two Nationalism" while emphasizing dealing with those problems via law,party regulation and political regulation.After the first central nationality workshop,the CPC shifted the interpretation of the national policy.The "Two Nationalism" was less stressed and the use of material power was highlighted.Since the conference of China's Eighteen National Congress of the CPC,the Central Committee stressed the opposition to the "Two Nationalism" once again based on the reality of national issue,stating that it was equally important to tackle the spiritual problems in this issue.The party's related policies against the "Two Nationalism" are greatly effective,but this issue would remain for a long period,while it presents new features in its manifestations,existence and stimulating factors and other aspects.The internal stimulation-reaction mechanism of the "Two Nationalism" would make the two types of nationalism interact with each other,probably intensifying those problems.The intensification results in multiple factors:national isolation and prejudice in history,the imbalance of productivity and the enlargement of this imbalance,national recognition in the context of marketization and globalization,the enforcement of national policy and so on.From the perspective of social governance,to overcome the difficulties brought by the "Two Nationalism",it is crucial to speed up the process of economical and social development in ethnic minority areas,improve the coordination with national recognition and the "five identities",adjust and promote the preferential policies within ethnic minority areas,and enhance the rule of law in the governance of national affairs.
