The Research On The Influence Of Government Intervention And Overcapacity On Environmental Pollution

Overcapacity is a prominent problem in our current economic operation.Some major industries such as steel,cement,plate glass,coal chemical industry,etc exist very serious phenomenon of excess production capacity,Excess capacity is not only shows that exists serious unreasonable resource allocation of our country's economic operation,but also led to the industrial structure is not reasonable and the serious problems of environmental pollution.And excess capacity,environmental pollution is closely related to the local government intervention.Effective reduction of local government intervention is of great significance and function in optimizing resource allocation,eliminating overcapacity and effectively reducing environmental pollution.The paper uses the relevant indicators:capacity utilization rate,Marketization index and "three wastes" emissions to measure China's overcapacity,government intervention and environmental pollution,and analyze the real relationship between the three.The paper analyzes the theoretical mechanism of government intervention to affect excess capacity from the aspects of investment-led model,government market imbalance,distorting price mechanism and local protectionism system.Also analyzes the theoretical mechanism of overcapacity on environmental pollution from factors such as the scale of production scale and the lower threshold of technology.On the basis of the above analysis,the paper uses the VAR model of the three-variable panel to analyze the relationship between government intervention,overcapacity and environmental pollution by using the panel data of capacity utilization,government intervention and environmental pollution index in 29 provinces and cities from 2000 to 2014 to carry out the statistical analysis of the empirical test and the estimation of the fitting parameters.The conclusion is that,for capacity utilization,government intervention has a significant impact on it,and the coefficient is negative,indicating that government intervention in a certain period of time to improve the utilization of capacity to promote the role,but the continued government Intervention will lead to a certain industry bubble,when the government intervention slowed down,or even a recession,the drawbacks of overcapacity will be significantly demonstrated,capacity utilization will decline.For the level of environmental pollution,the impact of capacity utilization is not significant,but the effect is overcapacity on its negative impact,that is,the higher the degree of excess capacity,the more serious environmental pollution.Finally,the paper puts forward some suggestions on how to reduce the risk of overcapacity,improve the technical threshold and the technical level,etc.,to reduce and optimize the local government intervention,establish the early warning and evaluation system of overcapacity,take the initiative to guide the backward production capacity to exit,reducing government intervention,to eliminate excess capacity,reduce environmental pollution countermeasures and suggestions.
