The Research On The Legal System Of Financial Regulation In China Pilot Free Trade Zone

On August 22,2013,the Party' Central Committee and the State Council decided to set up the China(Shanghai)Pilot Free Trade Zone(hereinafter referred to as the Free Trade Zone,FTZ),as the first FTZ of China.Guangdong,Tianjin,Fujian three FTZ was set up in 2014.In 2016 seven FTZ was set up.FTZ of the main business is to explore new paths and new model of China's opening to the outside world,accelerate the transformation of government ffunctions and administrative system reform,promote the transformation of the mode of economic growth and optimize the economic structure.To guard against all kinds of risk at the same time,the construction and international economic level appropriate to-the FTZ.From the current financial open innovation measures introduced by the FTZ,whether to expand market access,broadening the financial institutions,financial institutions or to promote the RMB capital account convertibility,comparison principle and abstract rules,therefore needs to be further refined the rules.To make FTZ open financial innovation policy into practice,we need to coordinate with financial regulation,in the relaxation of financial regulation,strengthen financial supervision,effectively guard against financial risk mechanism aspects of study and reconstruction,to support the financial open innovation of the legal protection.This paper introduces the concept of legal system of financial regulation,introduces the existing legal system of FTZ,policy and financial innovation,Fujian FTZ as an example,to analyzes the current situation of FTZ in financial regulation and its existing problems,and analysis of the Dubai International Financial Center and Singapore International Financial Center in the area of financial regulation system advanced experience,it is concluded that the construction of our country since the financial regulation law system in terms of experience,put forward the financial regulatory system in the free trade area build and perfect the legal aspects of some suggestions.
