The establishment of the minister of residence in Tibet is the main policy measure for the Qing government to administer the local government in Tibet.The Minister of the Republic of Tibet is the highest chief executive of all affairs of the Qing government.Prior to the establishment of the minister of residence in Tibet,the local government in Tibet had its own system of local governance.From 618 onwards,Tibet had established a unified Tibetan regime,although the judicial system of Tibet was essentially to maintain its rule of feudal serfdom.The instruments of order,however,cannot obliterate its historical progress.The widespread application of systems such as "paying for the price of life" and "salishing the price of blood" has its historical role in maintaining the unity and stability of Tibet.Later,the “Tibetan Method” of the Tibetan and Pakistani “Xifa Method” and the “Thirteen Laws”at the beginning of the Qing Dynasty and its stipulated judicial system were also used until the Minister of the Census of Tibet began to set up and its powers gradually improved.After that,the ancient Tibetan judicial system still played a role.While representing the Central Government's full power to handle Tibet's military and political affairs,the Minister of Security in Tibet also has considerable judicial functions.It is mainly embodied in the provisions of Article 29 of the Bylaws of the Rehabilitation of the Inside of the Tibetan Conservatives.It specifically confiscated and confiscated the property involved and directly referred to litigation cases.The contents of the crimes governing the officials are discussed in four parts.The first chapter briefly describes the local judicial system in Tibet prior to the establishment of the minister of residence in Tibet,mainly expounding the Tibetan period and the Tibetan and Tibetan areas in the Tibetan and Tibetan areas.The second chapter describes the setting up of the minister in Tibet and its official position system.The third chapter is the focus of this article.Through the reference to the provisions of the law and related historical cases,the specific judicial functions of the Minister of Tibet were demonstrated.Chapter IV The role of the judicial function of the Minister of Zangzang was explored and its role was hoped.Through the discussion of this article,he could make a slight contribution to the determination of the judicial function of the Minister of Zangzang.He hoped to provide reference for the stable development of the border areas including Tibet.This is also the purpose of this article.The value of the topic.
