The performance appraisal and management of the public service department has always been the core part of the attention of the community.Improving the effectiveness and efficiency of the government's provision of public services has also become a task and a severe challenge for the governments of all countries.KPI,the key performance index,has gradually entered the field of vision with the development of the enterprise in recent years.It is a method of performance evaluation.Through the key performance evaluation,we can combine the strategic objectives of the organization development with the development status of the working individual,and become the main tool for the organization to achieve strategic goals and stage assessment.The starting point and the foothold of this study is to design a performance appraisal system which is in line with our country's government departments in accordance with the national conditions and development of our country.This paper takes Petition Bureau,a typical S city government department as an example,to find out problems,based on the investigation and analysis performance evaluation index system of the status quo of the S City Petition Bureau.Combined with the S City Petition Bureau's strategic objectives and function distribution,we also explore key performance indicators that are suitable for the different departments or posts and effective countermeasures and suggestions to optimize the performance management system and improve administrative efficiency,which make KPI the effective implementation of the government's mission and strategic objectives.The article consists of five chapters.The first chapter is the introduction,including the background of the subject and related performance evaluation,pointing the background and significance of the research.This chapter also summarizes the research status of KPI at home and abroad,and analyses the ideas and methods of the research.The second chapter is the summary of relevant theories.The main content of this chapter is to introduce the related theories and connotations of the KPI,the best tool for performance assessment of government departments,and point out the importance of KPI assessment.In the third chapter the essence of management performance evaluation of S City Petition Bureau were defined,then expounds the current situation of the implementation of performance appraisal of the S CityPetition Bureau,selects the logistics management offices and business offices of the Municipal Office of letters department functions as an example of the analysis on job description,which is optimized.Through the post description and analysis of the current situation of performance appraisal,we summarize the main problems in evaluation of performance in S City Petition Bureau.In the fourth chapter we establish five evaluation indexes,which are based on KPI evaluation index design's basic procedures,general process and basic principles it follows,optimizing the performance appraisal system of S City Petition Bureau at five aspects,including economy,efficiency index,effect,fairness and honesty.Choosing logistics management offices and functional departments of S City Petition Bureau as examples,we optimize and reconstruct performance appraisal system for one of these posts.The fifth chapter puts forward the supporting measures for performance appraisal of S city Petition Bureau according to the performance appraisal results,application and tracking feedback system of itself.
