Food security has a direct impact on national strategic security,sustainable and healthy economic development and social harmony and stability.There fore,food security has always been the key work of grain administrative departments at all levels and grain enterprises and institutions.Different from the major grain producing cities,Foshan Grain Bureau is located in the grain selling area,and its responsibilities focus on the storage,circulation and other links.The performance of the civil servants of the Grain Bureau directly affects the implementation of the government's "rice bag" project,whether the people's material demand for grain can be guaranteed and social stability.At pr esent,there is still a lack of special academic research on the performance evaluation of civil servants in grain administrative agencies based on the grain industry.This paper aims to improve the performance level of Foshan Grain Bureau civil servants,and takes the optimization of their performance appraisal system as the research theme.This paper analyzes the evolution and functions of Foshan Grain Bureau,analyzes and evaluates the existing performance appraisal system of Foshan Grain Bureau civil servants through questionnaires and in-depth interviews,analyzes and summarizes the main problems,including: general appraisal indexes,low correlation between appraisal indexes an d medium and long-term industrial development planning,more qualitative an alysis of appraisal contents and less quantitative analysis According to this,the key tasks of "grain safety project in southern Guangdong Province" and "13th five year plan" of grain industry in Foshan City are divided into assess ment indicators,and a four to six level indicator is constructed,78 A complete performance evaluation system of sub projects.Considering the openness and stability of the evaluation system and the optimization of the index system as the key,this paper expounds in detail the composition,production basis,index source and the proportion in the evaluation system of all levels and all kinds of indexes of the optimized performance evaluation system of the civil servants of Foshan Grain Bureau.According to the detailed,complete and logical requirements,this paper strives to complete the Foshan Grain Bureau Optimization of the performance appraisal system for clerks.Finally,from the three aspects of index management,system construction and talent constru ction,the paper puts forward the guarantee.It is hoped that this paper can play a practical role in promoting the optimization of the performance appraisal system of the civil servants of Foshan Grain Bureau,and provide reference for the optimization of the performance appraisal system of the civil servants of grain management departments in the same type of cities.
