Research On Fair Competition Review System From The Perspective Of Game Theory

In June 2016,China set up the fair competition review system,which aimed to remove the unreasonable restriction of government to competition,make the market play a decisive role in the allocation of resources,exert the role of government better,and stimulate the innovation vigor and create potential of the whole society,but the effect of the fair competition review system was not ideal.From the issue of documents and the establishment of mechanisms,each province(districts,municipalities)has put forward documents or issued implementation comments currently,which cleared the review mechanism.However,the implementation of the system is not optimistic,the local government to implement the fair competition review system is not of high enthusiasm,the fair competition review falls into the trap mainly because of the following three aspects: First,local governments value the form and despise the substance for fair competition review;Second,they fail to cultivate related professionals and the power of fair competition review is weak;Third,the "Joint Meeting",which is responsible for coordinating the fair competition review,does not have the actual power to complete the comprehensive and coordinated task of fair competition review.There are many reasons for the difficult implementation of the fair competition review system,for example,the lack of clarity in the subject of fair competition review,the inadequate operability of the review criteria,the insufficient specificity of the review process,the absence of the review and evaluation mechanism,but that local governments concern that the implementation of a fair competition review would undermine the interests of local enterprises takes up the paramount position.The interest relationship between provinces is the key to the game dilemma and a series of other problems in the fair competition examination.The game of interest between local governments often falls into the dilemma of “Prisoner's Dilemma”.In the course of the game between local government and local government,if a district chooses to close the market,other regions will follow suit,otherwise they will suffer losses.In the context of local protection,which local government first breaks the local protection barriers,means that its short-term interests will suffer losses,so no local governments have impetus to change their closed strategies.At the end of the last century and the beginning of this century,Australia has launched a competition policy that was at the core of the fair competition review system and had achieved remarkable success.The key factor for its success is its creation of a competitive payment system.The system of competition payment is based on the concept of income sharing.Through equal consultation,governments at all levels has fully mobilized the enthusiasm to implement fair competition review.According to the actual situation of our country and the successful experience of Australia,constructing an incentive system based on negotiation and cooperation and with the concept of revenue contribution as the guarantee and the independent and transparent evaluation system as the safeguard is an important way to crack the current dilemma of fair competition review in our country.
