A Research Of The Problems And Countermeasures Of Administrative Law Enforcement In The Cultural Market Of Wencheng

After the reform and opening up,with the development of China's economy,the cultural market has gradually formed.After 20 years of continuous development.,now the cultural market has already witnessed a flourishing scene of prosperity.But in recent years,with the growing cultural market,some obscene,superstitious,unhealthy negative cultural products also followed,the phenomenon of illegal business has gradually increased.Therefore,the government must be managed and regulated to ensure the stability of the cultural market order.In Wencheng,for example,the cultural market administrative law enforcement brigade was established in 2006,responsible for the county culture,radio and television,press and publication,cultural relics market supervision and inspection,administrative coercion,administrative punishment and other specific administrative acts.However,since the establishment of time is not long and the mechanisms are not mature enough,cultural law enforcement have had many outstanding problems: low law professional quality of the enforcement team,out-of-date law enforcement equipment,unclear department functions,selective law enforcement,discretionary abuse,lack of various law enforcement models and so on.This paper will analyze the causes of administrative law enforcement in the cultural market,from the three aspects of cultural market law enforcement environment which are the cultural market law enforcement subject,cultural market supervision and management.It will also draw lessons from the advanced culture market law enforcement models at home and abroad.The paper puts forward some suggestion on how to improve the administrative law enforcement level of the cultural market from four aspects: strengthening the internal management of the law enforcement subject,the management of the law enforcement object,the supervision system construction and innovating the market management mode.
