Research On Comprehensive Administrative Law Enforcement In Cultural Market Of ShenZhen Guangming New District And Countermeasures

The integrated law enforcement reform on the national cultural market has been completed at the end of 2011,the law enforcement functions in the fields of culture,sports,radio and television,news and publishing are integrated and assigned to the cultural law enforcement departments,which plays an important role in standardizing,guiding and prospering the cultural market.However,the government has put forward higher requirements for the supervision of cultural field with the development of cultural market and information technology in recent years,especially under the historical background of integrated administering the country according to law.The law enforcement of non-administrative cultural markets such as Shenzhen Guangming New District is facing more severe situation and more complex challenges.In order to get a thorough understanding of the cultural market and law enforcement work in Guangming New District,the author conducted a questionnaire and interview survey on the participants in the cultural market,such as law enforcers,sports enterprises and consumers and so on.Based on the case analysis,the author concludes that there are problems in the mode and process of law enforcement of the integrated law enforcement of the cultural market in Guangming New District because the social and legal environment is not perfect,the relationship between law enforcement subjects has not been straightened out,and law enforcement supervision is not strict.The author puts forward four concrete suggestions for perfecting and improving the integrated law enforcement of the cultural market in Guangming New District in the future on the basis of comparative analysis of the differences between domestic and foreign cultural market regulation or law enforcement modes: perfecting the integrated law enforcement regulations of the cultural market,reforming the integrated law enforcement system of the cultural market,strengthening the construction of the cultural law enforcement team,and innovating the concept and methods of supervision of the cultural market.
