Fire forces is the implementation of the special mission of the active forces,shoulder grab big risk,save big disaster,protect people's lives and property safety,the sacred mission of maintaining social stability.The fire brigade as the intermediate leadership of China's fire forces,mainly responsible for the management and guidance of grass-roots squadron work,social fire prevention and control functions.How to make scientific and objective performance evaluation of fire brigade detachment,strengthen the construction,promote the development of detachment,detachment enhance combat,better service is the urgent need to study and solve problems in the overall social and economic development.To strengthen public security work under the new situation based on the research background,the Party Central Committee and the Ministry of public security to achieve the goal of strengthening the military forces,indicating the spirit of deepening the comprehensive reform,need to upgrade the fire forces fires,rescue disaster ability,improve the level of basic requirements and fighting the fire team building,closely related to fire control work background detachment,internal the law theoretically reveals the fire brigade construction and combat power generation,in order to improve the construction level,strengthen the fire brigade fire brigade duty combat readiness and ability to control decision-making.The article is divided into six chapters,including:the first chapter is introduction;the second chapter is an overview of the public sector and performance management;the third chapter is the analysis of the current situation of China's public security forces detachment performance evaluation;the fourth chapter is the practice and exploration of Shanghai Fire detachment of Minhang by using the Balanced Scorecard to improve performance evaluation;the fifth chapter countermeasures and suggestions for China's public security forces detachment using balanced scorecard to improve performance evaluation;the sixth chapter is the conclusion and prospect.Through empirical research,we find that the performance evaluation of Minhang detachment is "cxcellent",belonging to the advanced detachment.Fire brigade performance evaluation method at present in China still exists the lack of incentive and guidance,quantitative indicators,it is difficult to test and less ability,too much emphasis on short-term goals and the lack of foresight and other issues,this paper utilizes the Balanced Scorecard to construct the performance evaluation model of fire brigade,fire brigade fire rescue as more prominent and social aspects of fire prevention and control of the body function;pay more attention to fire prevention work,from the source to reduce the incidence of disasters;pay more attention to the public service work of the fire brigade,improve the consciousness of fire;pay more attention to the comprehensive promotion,padded short board.This article from the strengthening of the social aspects of the fire prevention and advocacy work,initiative and arouse the enthusiasm of the detachment of soldiers through ideological and political work,it puts forward some suggestions to strengthen the three aspects of the construction of logistics security system.
