For every government,anti-corruption is a very hard problem.Now the Chinese government is in a period high incidence of corruption.Since the 18 th CPC National Congress,with Comrade Xi Jinping as general secretary of the CPC Central Committee will unswervingly deepen anti-corruption work,anti-corruption work into the deep water,"a minor official big corruption" phenomenon frequently emerged to become one of the major anti-corruption work."Small government big corruption" against the vital interests of the masses,to the detriment of the party and the government's image,separates the close ties between the party and the masses,a serious impediment to carry out a clean government and anti-corruption work.To prevent and punish “minor officer big corruption” behavior is the great event relating to national interest and people's livelihood.However,there are many deficiencies when handling the issue of “minor officer big corruption” in China,such as inappropriate legislation,unsound laws and regulations,deficient power supervision,insufficient punishment intensity and inadequate implementation of official clearance education.For the sake of solving the issue of “minor officer big corruption”,it is necessary to explore corresponding measures from multiple perspectives,including legal system construction,system construction,supervision perfection,reinforcement of punishment intensity and enhancement of publicity education,etc.By means of the research methods such as case analysis,literature research,and field method,through looking up literature,tracking social dynamic report,studying domestic latest theoretical research achievements,focusing on government anti-corruption policy and social intention,applying rent-seeking theory,system corruption prevention theory,power balance theory,and incorrupt government boundary theory,this article analyzed and research the status of “minor officer big corruption” in China,fields that occur “minor officer big corruption” frequently,andcauses as well as hazard of “minor officer big corruption”.Based on combining with the case analysis of Baoding,this article expects to explore the new thought and approach for handling “minor officer big corruption”,and raise reasonable suggestions for improving current “minor officer big corruption” phenomenon and promoting anti-corruption construction.
