The institution is a social organization with distinctive Chinese characteristics,which is the most important social organization to provide public services in China.Zhejiang province always has been the establishment and perfection of Reform Of The Employment System as the core content,when carried out the institution reform since 2006,trying to set up the "can up can down" and "can out can in ”personnel management system,really from identity management to post management.J county county Reform Of The Employment System of primary and middle schools began to practice since 2011,post competition mechanism have been preliminarily established,to mobilize the enthusiasm of faculty teaching and to promote the education resources equalization.But because of the influence of identity management for a long time,there is still problems like the post settings is not scientific ? the competition mechanism and assessment mechanism imperfect.The paper based on the county education system as an example to study the problems of Reform Of The Employment System in primary and secondary schools,in order to make a useful theoretical exploration on the county education system of Reform Of The Employment System,and to further enrich the Reform Of The Employment System in grass-roots units,also produce reference to other units at the county level on the same problem.The paper though the way of literature retrieval and empirical analysis,from several aspects of post setting management to analyze the existing problems and their performances,mainly because:post setting not scientific enough;post competition mechanism not imperfect enough;employment contract not enough specification;the period of examination mechanism imperfect;There is the internal and external reasons,which the internal reasons are:ideology is still not change;the lack of intrinsic motivation;the particularity of school.The external reasons are:the Reform Of The Employment System is new things to perfect;the lack of government functions;the laws and regulations of Reform Of The Employment System is not sounded.Though analysis of the problems and reasons,the paper put forwards some countermeasures.First of all,proceed scientific and rational post Settings to lay the foundation;Secondly,improve the mechanism of post competition.Thirdly,standard employment contract to the identity of the limits.Fourthly,establish and improve the period of examination system to strengthening the follow-up management.
