Countermeasures Research On County-level By The NPC For Special Research Enhancing Supervision Effectiveness

The power to supervise is an important authority given to the People's congresses at various levels and their standing committees.As a local state authority,the local people's congresses and their standing committees are the main body of the exercise of supervisory power,urging the People's Government,the People's Court and the People's Procuratorate to act according to law and justice impartially.Special Project Research is an innovative way of supervision the National People's Congress explored in the work practice after the implementation of the supervision law.The procedures required that the results of the research considered by the Standing Committee should be handled by the People's Government,the People's Court and the People's Procuratorate,and reported to the Standing Committee.That further highlights the normalization,procedural and mandatory of special research.It also can enrich the forms of supervision and improve the effectiveness of supervision,having a great guiding significance to the People's congresses at various levels and their standing committees.This paper analyzes the theory of the people's congress at the basic level,supervisory power and supervisory effect,giving a brief explanation of how to improve the supervisory effectiveness for the county people's congress,at the angel of the theory of public organization' s effectiveness.Combined with working practice,taking the special research on industrial economy and bright city carried out by F City as an example,this paper lists a large number of facts about its program,organization,implementation,results transformation and supervision feedback,analyzing the difficulties and causes for the current county people's Congress to carry out special research.On the basis of this,we give some suggestions to enhance the effectiveness of the NPC supervision,such as rationalizing relationships,improving the legal system,enhancing the ability to supervise,giving evaluations and etc.Theory comes from practice.This paper tends to take the local concrete example as an entry point,not only seeing the positive aspect,but also finding the cause of problems,and suggesting a research strategy.We hope to find a way to influence the legal system in practice.
