The reform of the supervisory system in the PRC Constitution has caught numerous academic attention from the Chinese scholars.However,most of them are general studies.The research specifically on the status and power of the National Supervisory Commission is rarely seen.This thesis tries to deepen the understanding of the power and status of this commission by a historical observation.The observation shows that the meaning and status of the Constitutional Supervisory Power in the PRC Constitution is in evolution.Its constitutional status is changed from an organization with general power to a department within State Council.However,that how to reconstruct its leading position was argued by the 1982 PRC constitution makers.Moreover,the main task of the National Supervisory Department has transformed from supervising other administrative departments to anticorruption.What hidden under this transformation is the change of the constitutional function of the supervisory power,which is from protecting democracy to anti-bribery.Besides,the relationship between communist party and the supervisory commission appears differently in stages of the PRC's history.That the CPC(Central Committee of the Communist Party of China)Central Commission for Discipline Inspection and the National Supervisory Commission share the same offices would probably transform the CPC,which is essentially a political institution into a legal entity.
