The Research On The Government Responsibility In The Reform Of Public Hospitals In Henan

The state has made great efforts on construction of medical health system since the establishment of the state.By the end of 1979,the medical health service system including medical treatment,hygiene,health care and recovery had been established.It basically guarantees primary medical health demand of people.As the reform and opening-up policy goes deep,the original medical health construction cannot satisfy the increasing demand for medical health.Based on this,the government started all-round medical reform.The State Council issued Opinions of the CPC Central Committee and the State Council on Deepening the Health Care System Reform in April 2009,which formally started the new round of medical system reform.A main direction of this medical reform is to reduce the expense and difficulty of getting medical service and to drive the reform course of public hospitals in management,finance and personnel under the precondition of ensuring public welfare nature of public hospitals.In the development process of socialist market economy,the development of public hospitals is also in the contradiction between public welfare nature and profit nature.A series of problems also appear,such as backward governmental regulation mechanism,insufficient governmental financial compensation,imbalanced medical resource distribution,high hospital debt ratio and profit-making operation of hospitals.Thus,the phenomenon of “high cost and difficulty of getting medical service” appears.In this paper,the current situation of public hospital reform in Henan Province is studied from the perspective of governmental responsibility.Literature method,statistical analysis method and comparative analysis method are applied to analyze the shortcomings.Meanwhile,relevant countermeasures are proposed as follows: to reform governmental regulation mechanism,to separate supervision and execution,to apply multiple supervision forms,to increase governmental compensation for hospitals,to consider conditions of different regions and hospitals,to rationally allocate medical resources,to continuously supplement and improve existing hierarchical medical system,to introduce multiple kinds of capitals in hospital operation and development,and to relieve local financial pressure.
