Research On Prevention And Control Management System Of Public Hospitals Under The Background Of New Medical Reform

In recent years,with the gradual deepening of the new medical reform,the public hospitals in our country enter the rapid development period,the state has given financial support to the development of medical and health services,so that more and more people feel the concern of the government.At the same time,we also have found that under the circumstances of new medical reform and transition of old and new systems convergence,hospitals management and medical staff have been affected by some bad values and all kinds of temptation and deviated from the ideals and beliefs,then they used their work authority to seek private interests to commit crime.Causing this situation is not only resulted from personal factors,but also the loopholes and weaknesses existed in the corruption prevention education,system constraints and internal risk prevention and control mechanisms for the medical units.Therefore,to deal with and prevent medical corruption under these new circumstances are difficult problems to be solved.This full paper is divided into five chapters.The first chapter states the core contents,core concepts,time and space background,methodology and literature review of this paper.The second chapter elaborates the theory of corruption risk prevention and control management in the medical units,including risk management and internal control theory.The third chapter elaborates the current situation of corruption in public hospitals in the context of the new medical reform and the related reasons.The fourth chapter deeply analyzes the integrity risk point in public hospitals.The fifth chapter proposes how to improve the construction of the management and management system of the integrity risk of public hospitals in China.Conception.Utilizing the corruption cases in nationwide public hospitals as the entry points,the paper analyzes the causes,development patterns and characteristics of the medical corruption cases and elaborates the new problems of the integrity risk prevention and control management in public hospitals under the background of the new medical reform,mainly focusing on the following three overall categories of problem: 1.the interest-oriented mechanism in public hospitals has not been completely eliminated;2.hospital operational autonomy is concerned about at the lack of effective supervision;3.the price of drugs and medical disposable materials has been inflated.Aiming at these main problems,collecting research data by means of questionnaire-based surveys and interviews,this paper analyzes the integrity risk points in priority areas of public hospitals with regard to their importance,studies the operational mechanisms of work authority,the workplace responsibility of key sensitive position and related system processes,then establishes various effective risk prevention and control measures.By gradually improving the internal prevention and control and external oversight systems to establish a well-defined system of integrity risk belief and management,the article sets out a set of scientific,objective,impartial evaluation indicators system for staff integrity performance.With combination of medical ethics management approaches,integrity performance evaluation indicators system is integrated in remuneration management in public hospitals.The concept of the construction of the integrity risk prevention and control management system in this paper is of valuable reference to the prevention of medical corruption and strengthening risk prevention and control.
