China is currently facing a very serious challenge-aging,which will further exacerbate the burden of family and social pensions,how to better accommodate the elderly in their old age,so that more and more old people enjoy the life of old age Has become one of the people's ardent concerns.The pension service industry is an industry that focuses on meeting the living needs and spiritual needs of the elderly.As the ageing of the population intensifies,it will receive more attention from all sectors.The community aged care service model is a new model of old-age care service.It is based on home-based care and community service as a new model.This new model is a good combination of the advantages of home-based care and institutional pensions.It can enable the elderly to enjoy better services than home-based pensions at a lower cost than institutional pensions.However,community-based pension accidents and other injuries occur frequently,and the risk of community-based pension service centers caused by accidents also shows a rapid increase.Under such circumstances,it is the significance of this paper to establish and improve the organization's internal risk management system,control the risks in the operation process,and improve operational efficiency.At present,research on the pension service industry has become more and more popular in the domestic academia,but the existing research is mainly focused on the development of pension institutions,the supply and demand of institutional pensions,and constraints,and on the risk management of the operation of pension organizations.There is little research on internal control,and most of the risk research is based on the perspective of nursing.This also shows that the research on the risk management of pension service organization operations lacks enough attention and research is necessary.This article will take A community care service center as the research object,and study the risk management of the operation process based on ERM framework.In order to carry out risk management,it is necessary to clearly define the research object.Based on theoretical research,this paper combines the characteristics of the pension industry and the development of community pensions,specifically defines the operation process of the A community care center,and determines the A community The goal of service center operation process risk management is based on the five elements of the new ERM2016 framework as subsystems.Finally,a risk management systemization plan is established to provide all-round risk positioning and control for the A Community Aged Service Center to form a complete risk management system.The main research content is as follows:I.Analysis of the status quo,clearly defining the operational procedures of the A community care service center,and analyzing the current status of its risk management.Second,the method is determined,and the method for risk management of the A community care center is determined.Based on the ERM framework,the five elements are subsystems,and the system is established separately.Third,the establishment of ERM system.First,establish a risk and governance culture subsystem,mainly from the establishment of a dedicated risk management team,the establishment of a comprehensive risk management organization culture,and optimization of human resources management in several aspects.Second,establish risk,strategy,and goal setting subsystems,starting from the three aspects of defining risk appetite and risk tolerance,formulating strategies based on risk environments,and setting goals.Third,the implementation of the risk subsystem,respectively,from the risk identification,risk assessment and risk response in three aspects.Fourth,establish risk information,communication and reporting subsystems,mainly from the establishment of risk information systems and targeted risk information countermeasures.Fifth,establish a subsystem for monitoring the effectiveness of risk management,starting from the four dimensions of objectives,processes,risks,and controls,and establishing risk management and control maps.Based on the five basic processes of the A Community Service Center for the Aged,through the process of risk identification and analysis,operational risk and operational risk are major risks,secondary risks are strategic risks and market risks,and legal risks are general risks.The risk rankings for the five processes are purchase,operation,integration,planning,and improvement.Among the 21 specific risk factors,the designed service plan did not meet the demand,failed to find timely information on conditions that harmed the health of the elderly,emergency medical assistance could not be provided in a timely manner,service providers could not provide existing services,and newly integrated pension services did not test this.The weights of the five risk factors occupy the top five,and they have the highest degree of importance to the operational process of community care centers.Secondly,in conjunction with the current status of the management of the A community care service center,specific suggestions are proposed:establish a risk management professional group,establish a new model for multiple service providers,establish a standardized service model,and focus on safety risk factors.Finally,a four-dimensional risk management and control system with objectives,processes,risks,and controls was established.The purpose of this paper is to hope to identify,assess,and respond to the risks involved in the operation of the A-community care center,and ultimately establish a comprehensive risk management system.Due to the limited research time and research scope,the research is relatively narrow,and the definition of the community care center's process is not completely in-depth and comprehensive.The community pension service is the current development trend.It is imperative to conduct comprehensive risk management and control.It is hoped that the follow-up researchers can put forward more substantive application results and realize the development of the pension service industry.
