A Study Of The Loeic Of Local Government Cooperation Under The New Championship System

The "miracle of economic growth" created by China since its reform and opening up has inspired many scholars to explore the economic growth model with Chinese characteristics.Zhou Li'an and others believe that there is a "promotion tournament" in the political system.This is a competition centered on economic achievements designed by higher-level governments for lower-level officials.Winning players in the competition could be promoted.Local government officials must vigorously develop economic construction in order to obtain a higher ranking in the assessment.This article revisited the meaning of the tournament system,combined with the regulations and realities of the promotion of officials in laws and regulations,and made a new summary:The promotion of championships is not just a competition in GDP and other economic indicators,but covers the economy,society,cultural competitiveness,intimacy in personnel relations,public opinion in the area,and other aspects.Local government officials under the championship system aim to promote the local comprehensive competitiveness higher than their competitors and achieve the purpose of promotion.The starting point of local government behavior is to maximize local interests,and thus there is a tendency toward uncooperativeness.However,this does not mean that there is no possibility of cooperation between local governments.In reality,because of solving public problems,breaking resource constraints,and expanding space for development,local governments will also be able to cooperate with other regions.The fundamental reason for local government cooperation is that there are common interests among various partners.When local cultures are similar,there is dominant power,there is no direct competition relationship,and industrial advantages are complementary,it is easier for local governments to reach consensus on cooperation.In terms of generating momentum,the three forces of central government and higher-level government mobilization,the will of local governments,and the needs of the private sector are driving the birth of local government cooperation.In order to enable the long-term stable operation of cooperation,early-stage cooperation needs to achieve remarkable results,the cooperation mechanism needs to run smoothly,and local policies must be implemented stably.The process mechanism of local government cooperation includes internal operating mechanisms and external incentive mechanisms.For local governments,it is necessary to go through the process of "determining the scope of cooperation and the target of cooperation-establishing a cooperative organization-determining the cooperation rules through negotiation-executing the cooperation rules and conducting supervision,assessment,reward,and punishment".In addition to promoting cooperation with non-governmental forces,the higher level government also plays a role in coordination,assessment,and incentives.It encourages local governments to actively participate in cooperation and provide overall regional competitiveness.
