Rsearch On Financial Rights And Expenditure Responsibility Of Public Education In Local Government

As an important part of the basic public service,public education service is the minimum level of education supply to ensure the normal operation of our national economy and meet the basic needs of the people.It is of great significance to the healthy development of our economy and the overall national quality.The expenditure responsibility of the public education service in China is mainly shared by the three governments of the central,provincial and county levels.However,because of the lack of complete rationalization of the financial relations among the governments at present,the division of the responsibilities and the responsibilities of the local governments at all levels and the transfer payment have not been effectively solved,resulting in the decentralization of the power of affairs and the center of gravity of the financial rights.The upward mobility of the grass-roots government is facing widespread financial difficulties,which objectively affects the effective supply of public education services.Therefore,it is urgent to analyze the problems of financial rights and expenditure responsibility in the field of public education of local governments,and then put forward corresponding optimization strategies.SuchOn the basis of the related concepts and theories of public education service,power and expenditure responsibility,public goods theory and fiscal decentralization theory,the present situation and problems of public education financial affairs and expenditure responsibility of the county government in Jinhu County,Jiangsu Province,are used in this paper.The countermeasures are studied and analyzed.This article is divided into six parts:the first part is an introduction,which is mainly a brief overview of the background and significance of the study,the status of research at home and abroad as well as the research ideas and methods of research.The second part is the theoretical basis,and the related concepts and theoretical tools are explained in detail;the third part is mainly a review of the new The historical evolution of the financial power and expenditure responsibility of the public education in the county government of China since the founding of the county,and the fourth part is the analysis of the status and problems of the power and expenditure responsibility in the public education service of the county government in Jiangsu province.The fifth part is mainly aimed at the existing problems.Put forward the concrete optimization suggestion;the sixth part carries on the summary analysis to this article main content,has made the forecast to the further research.SuchThe innovation of this paper lies in two aspects,one is the innovation of research perspective.At present,the research on public education financial power and expenditure responsibility is mainly based on the point of view between the central and local governments or from the provincial government,and seldom from the point of view of the county government.Taking Jinhu County of Jiangsu Province as an example,this paper analyzes the current situation and problems of the public education financial power and expenditure responsibility of the county government,and then puts forward the relevant optimization suggestions and supporting measures;two is the innovation of the research content.There are a lot of literature on public education services.There are many literature about the government financial power and the responsibility of expenditure.However,there are relatively few studies on the close connection of public education service and government financial power and expenditure responsibility,and the public education service involves complex intergovernmental power and expenditure responsibility.It is of great research value.This paper is a research content and is innovative.
