Pursuit Of Legitimacy Of Public Administration:Historical Texts And Contemporary Explanation

Legitimacy is an important issue in public administration.No organization or individual with public authority can avoid the torture of legitimacy.Public administration must prove its legitimacy from the beginning.Early public administration scholars established the legitimacy of public administration on the basis of political dichotomy,value neutrality,and efficiency supremacy,and attributed the question of legitimacy to the political sphere.This method of construction was criticized in the fifties and sixties of the last century and has so far produced the so-called "crisis of public administration identity," namely,the crisis of the legitimacy of public administration.Scholars of different research orientations and schools have given their own plans for the crisis of legitimacy of public administration.However,as we have seen,the criticism of bureaucratic administration is continuing on a global scale,but it is undeniable that bureaucrats system administration is still the current governance of most countries and society.Therefore,the question worth considering is whether our criticism of bureaucratic administration is not thorough enough.Or is it only temporarily impossible to find a governance alternative that can replace bureaucratic administration?Therefore,through the combing of traditional public knowledge traditions can help us to better grasp the development logic and trend of this issue.In the past decade or more,a group of American scholars have returned to the pragmatism of the American spirit and used the pragmatism as a public philosophy to re-discuss the politics and administration,facts and values,means and purposes,theory and practice of traditional public administration.Dualism,in turn,"overcoming" the issue of the legitimacy of public administration.Based on this discourse system and research perspective,it is proposed that the reconstruction of the public administration's legitimacy should return to the "anti-federalism" ideology advocated by the United States at the beginning of the founding of the country to promote cooperation based on"contact and cooperation".The work done by their representatives Ansell,O.C.McSwite,Harmon,etc.is highly effective and provides us with a new research perspective for the study of this issue.Therefore,we introduce their opinions on the solution to the legality of public administration.It is helpful.In the highly complex and highly uncertain post-modern society,we have and will continue to see the traditional administrative model's left-right and wrong-doing and frequent "failures." The pragmaticist advocacy of a problem-oriented,evolutionary learning perspective,and cooperative governance model may give new legitimacy to public administration,but to truly transcend legitimacy,it must break the monopoly of power.,fundamentally realize the flow of power.
