Since the 1970s, in view of various drawbacks of the Management-oriented administration, the Western States had raised a widespread and profound administrative reform movement, one of its main value is to achieve the transformation from the past "government-centered" control mode to the "citizen-centred" Service-oriented administrative mode.Look from more than 100 years' evolution logic of Public administration, in which contains the path of moving towards the Service-oriented administration.If we can realize this point and consciously construct,it may promote the public administration to move towards the historical stage of Service-oriented administration as soon as possible.The Service-oriented administration is one kind of public administration which takes public service as the starting point and the goal, the origin of its Legitimacy is not the law, nor the orders of the national sovereignty representative or superior, but social needs and the needs of the public.The basic framework of The Service-oriented administration contains three aspects: the basic concepts,the basic theories and the performances in the practice. We expect to have an basic understanding to the outline of the Service-oriented administration from the basic framework.For a developing country such as China, the establishment of the Service-oriented administration must profit from the beneficial reform experience of Western countries, and pay attention to our own characteristics.We should choose the appropriate way to construct the Service-oriented administration. Therefore, I discuss the idea that our government how to construct the Service-oriented administration from six aspects:learn the Bureaucratic system and beyond, Capacity-based, Citizen-based, the Integration of democracy and centralized, the Balance between public interests and private interests as well as the Modern ethics administration.
