Research On The Countermeasures Of Improving The Ability Of Comprehensive Administrative Law Enforcement

In order to optimize the establishment of government agencies and functional settings,rationally set up local institutions,our country has continuously explored and reformed,explored a comprehensive administrative enforcement model in the field of administrative law enforcement,gradually deepened understanding and achieved many achievements in the reform,At present,there are mainly four types of integrated administrative enforcement models in China,namely"integrated law enforcement within the department”,"relatively concentrated administrative punishment",large institutional sector"and "department coordination and comprehensive law enforcement”.Qixia District has made great efforts in the reform of comprehensive law enforcement.Among them,the formation of Qixia District Market Supervision Authority,that is,the integration of the three innings,has achieved institutional consolidation.It is a comprehensive law enforcement reform for large departments.The establishment of a comprehensive administrative law enforcement unit in the streets belongs to the department’s comprehensive enforcement..The comprehensive law enforcement inside and outside the department requires high demands from the market Supervision Authority.At present,there are problems such as incomplete integration,insufficient supervision capacity,double management,lack of incentive mechanisms,and fault-tolerant and error-correcting mechanisms,which restricts the achievement of comprehensive administrative enforcement.On the basis of the analysis of the issues,the countermeasures and suggestions for improving the level of comprehensive administrative law enforcement are proposed.Optimize the framework construction and design of the comprehensive law enforcement system,including:strengthening public policy environment analysis and policy communication,ensuring comprehensive and professional rational allocation at different levels and fields,decentralizing scientific decision-making,and improving the working mechanism with the overall government concept.Including:constructing inspection programs and law enforcement teams centered on regulatory objects and affairs,sharing information and overall assessment;promoting human resources reforms in the public sector,including:combining classification reform of civil servants to create hierarchical classification inspector teams,strengthening The development of human resources quality,the establishment of incentive mechanisms and fault-tolerant mechanisms.
