Research On The Capacity Building Of Administ Rative Law Enforcement Personnel Under The Background Of Comprehensive Administrative Law Enforcement Reform

With continuous progress of administrative system reform of our country,the administrative law enforcement in the process of deepening the reform of administrative system to promote the reform of the comprehensive administrative law enforcement,the reform of administrative law enforcement requirements is to further integration of the administrative law enforcement team,continue to explore ways to establish interdisciplinary inter-departmental comprehensive law enforcement,promote law enforcement center of gravity down,raise the level of administrative law enforcement ability.So in the new era of reform of administrative law enforcement of administrative law enforcement ability requirement is more strict than before,administrative law enforcement personnel should have more firmly job quality and ability of ideological and political position,more professional,more excellent management and service level,however,the current administrative law enforcement on staff capacity building did not pay enough attention to,such as financial investment proportion is not high,personnel is not enough,business class and other training is not comprehensive.Human resources development theory,McClelland competent quality model forthe study of the administrative law enforcement ability construction provides a solid theoretical basis for the domestic and foreign scholars research on civil servant ability construction and building of law enforcement administration personnel of ability index model for the study of the administrative law enforcement capacity building also provides a rich theoretical basis.This article through to the Hangzhou administrative law enforcement personnel of interview and questionnaire survey,altogether collected 439 valid questionnaires,using SPSS software,and about the present situation of administrative law enforcement ability of Hangzhou carried out a statistical analysis on the construction of law enforcement ability,through factor analysis adjustment constructed by "working attitude and service idea","professional knowledge and communication skills," "theoretical basis and innovation thinking"three big modules specific measures of ability of 26 ability standard framework of administrative law enforcement personnel,personnel for administrative law enforcement departments targeted ability construction to provide the reference.Research results show that in the administrative law enforcement capacity building of Hangzhou including the problems of insufficient ability and the training of the single time law enforcement team,duties is not clear,the system security there is still a gap,the financial investment is not high,the main reason is team construction lie in the imperfection of the short board,training system and the responsibilities of the team and uneven distribution of security system.And administrative law enforcement in terms of capacity building mostly similar problems,therefore,in the construction of the administrative law enforcement personnel ability in the future should be combined with more advanced in the field of domestic and foreign relevant practices,from improving law enforcement ability training system,perfecting standard system optimize the mode of law enforcement,strengthen the service concept and improve the supervision mechanism,optimize the financial and legal security system to improve the ability to execute the law personnel construction,improve administrative law enforcement personnel ability to better adapt to the challenges of the comprehensive administrative law enforcement reform.
