This comparative research study is on China Pakistan Railway Administration in respect of the current agreements between Pakistan and China under China-Pakistan Economic Corridor(CPEC)which is the leading manifestation of the Chinese One Belt One Road(OBOR)vision.The comparative research tries to examine the railway legal system of china and Pakistan as the china has great experience and have depth understanding of the running sustainable railway administration.The study covers the benefits and challenges to this project for both countries and how China and Pakistan can cope up with these challenges so as to fully realize the major objectives of this project which is fundamental to the bigger plan for stimulating the traditional Silk Road and establishing the new Silk Road,Maritime Silk Road and Economic Belt for regional and global economic trade connectivity through creating modern railway system in Pakistan.It is argued that the railway projects under the CPEC will create a big change in the logistic of new Silk Road Economic Belt and the Maritime Silk Road.The railway projects under China-Pakistan Economic Corridor(CPEC)Projects will play key role to be a positive turn-around for Pakistan and the China.Representing trends in China-Pakistan relations as a long experience of sustainable cooperation in the economic area over the last couple of decades has given great confidence to the two countries to undertake such major projects,the shared ambitions for a wealthy and sustainable future for the people of both countries.The research discusses efforts being made by Ministry of Railways to increase its share in the sector of Pakistan's transportation and to turn this important state institution around in light of current Government's Vision 2025 and the CPEC,in this regard the vital role has to be played by the Pakistan Railways as still there are signs of improvement in Pakistan Railways through the well performance and level of commitment to this mission.In the Pakistan Railway General code 1953 the priorities are totally different from the Railway law of the People's Republic of China.As in railway code of Pakistan the code contains the rules and instructions for the guidance of officers and staff ofPakistan Railways regarding the organization for the control of Pakistan Railways,railway finance,annual budget,revised and budget estimates,appropriation accounts,financial justification of railway expenditure,control over expenditure,allocation of expenditure.While the Railway Law of the People's Republic of China which has been adopted at the 15th Meeting of the Standing Committee of the Seventh National People's Congress on September 7,1 990 is now promulgated and shall enter into force as of May 1,1991 is comprehensive from the all administrative aspects which contains the 06 chapters and 74 articles with the detailed composition of General provision,Railway Transport Business,Railway Construction,Protection of Railway,Legal Responsibility,Supplementary Provisions and General Provisions.So it is suggested that the Pakistan has to adopt the Chinese railway administrative law to make the railway sector a symbolic.
