The theme of the current international society is still peace and development.The threat that terrorism poses to world peace and development even exceeds the traditional threat of war.Whether in developed Western countries or in relatively backward countries in Asia,Africa,and Latin America,they are more or less facing the great threat posed by terrorist crimes.Terrorism has become a target that the global people and the international community hate and fight.China has also suffered terrorist attacks.In recent years,the effects of violent terrorist attacks in northwest China have become increasingly deplorable and have even spread to other cities in the country,seriously endangering people's safety and social satbility.In order to effectively crack down on and punish terrorist crimes,China's anti-terrorism work has also been greatly strengthened.Terrorism legislation has been continuously improved.The<Criminal Law Amendments(9)>and the<Anti-Terrorism Law>have been issued successively to meet the needs of the current punishing of terrorist crimes.With the intensification of terrorism,people's emphasis on security has gradually increased,and hope will be more pinned on criminal law.How to deal with terrorism through criminal law has become an important issue.In response to the current need to punish terrorist crimes,the<Criminal Law Amendment(9)>has made many amendments to the issues relating to terrorist crimes.The criminal law network of terrorist crimes is closely guarded to provide a guarantee for a better fight against terrorist crimes.At the same time,research on terrorism-related theories must also promote the further improvement of the criminal legislation on terrorism,address the difficult issues of the criminal law theory of terrorist crimes,and interpret and clarify the concept of blurred boundaries.In addition,the deficiencies still existing in the<Criminal Law Amendment(9)>in combating terrorist crimes and the new issues that need to be addressed need further discussion and reflection.This article first compares the definition of terrorism between international organizations and countries through comparative research methods,summarizes the characteristics of terrorism using empirical analysis methods,and defines the concept of terrorism based on the above summary.Second,based on the<Criminal Law Amendment(9)>,the use of literature The methods of analysis and induction use existing literature materials,and on the basis of full reading of these existing materials,sort out and analyze the legislative content of terrorist crimes in China's criminal law;and clearly demonstrate anti-terrorism in light of the overview of China's anti-terrorism criminal legislation.The relationship between criminal legislation and the<Anti-Terrorism Law>and the convergence of the two in legislative objectives,adjustment scope,and related legal terminology;finally,the article summarizes the problems existing in criminallegislation against terrorism,the problem of joining criminal legislation on Anti-terrorism and<Anti-Terrorism Law>,and its reflection and prospect on China's counter-terrorism criminal legislation.
