Though it seems that Smartphone-based Reserved Taxi(SRT)is a tool of traffic moblity,the new mode of economic operation and market resource allocation is actually implied in it.SRT is neither a pure product of internet plus traffic,nor a simple application of information technology,but rather a representative of shared economy based on internet.Nevertheless,in the course of SRT's development,it is hard to find a perfect solution to governing the SRT without fully understanding the relationship between the public transportation organization and the new economic mode promotion,and the chaos in the early stage of market expansion of SRT is accompanied by public welfare it brings to people.Besides,it has its own shortcomings and limitations.Therefore,the SRT's development is experiencing a hard time.But we are still conscious of the inevitable social reform pushed forward by the new economic mode and the necessary actions we should take right now.Under the circumstances,it is urgent and necessary to explore an effective way of governance in terms of suppressing the negative effect of SRT while enhancing the positive effect of optimizing public transportation organization,meeting urban citizens' mobility demand as well as adapting to cities' development.The thesis starts with summarizing the SRT's definition,classification and its characteristics as urban passenger transport,and clarifies the development history,current situation,evolution of policies and regulations,strategics and measures of governing the SRT of Guangzhou.Then it emphasizes on analyzing the effect of governing the SRT,which cannot live up to the public anticipation and public value,and problems with the governance,finding the reasons below as unbalanced supply and demand,as irrational governing measures due to the tendency to the strict control thinking and take the conventional governing measures,as imperfect mechnism of public participation in decision-making,and as the SRT's own shortcomings and limitations.Afterwards,the thesis,based on the reality of Guangzhou,proposes that the premise of effective governance is to seek and determine the public value,which include efficiency based on citizens' preference and political consideration,the former one referring to superior urban passenger transport while the latter one referring to responsibility and equity.Besides,it brings forward four suggested measures of governance as followed: 1.application of internet thinking and diversified modes of governance.2.accurate positioning and classified governance;3.multi-party governance and network governance structuring;4.government-led multi-party system building and mechanism innovation of governance.Last but not least,it takes some technical approaches to ensure that the governing philosophy and measures can be implemented.By taking Guangzhou as a sample of megalopolis,the thesis has provided a new angle to the theoretical research on SRT and some guidance to solve the traffic governance problems of cities of this kind.
