With emergence of the concept of "Internet plus",integration between the Internet and various traditional industries has become an important trend of the current economic development.Internet-reserved taxi formed through combination between the taxi and the Internet(hereinafter abbreviated as the "Internet-reserved taxi")has become a new industrial type of the taxi market.While bringing great convenience to passengers,the Internet-reserved taxi has been faced with some new problems which are different from those confronting the traditional taxi.In July 2016,seven committees and departments,including the Ministry of Transportation,jointly formulated and issued the "Interim Provisions on Management of the Internet-reserved Taxi Operation Service"(hereinafter abbreviated as the "New Regulations on the Internet-Reserved Taxi").On the one hand,the "New Regulations on the Internet-Reserved Taxi" has given a legitimate status to the Internet-reserved taxi.On the other hand,new limitations are imposed by it on the Internet-reserved taxi.Therefore,there has been a debate on how to regulate development of Internet-reserved taxi.The current regulations on the Internet-reserved taxi are restricted to the traditional taxi industry management model.The "New Regulations on the Internet-Reserved Taxi" has some defects in itself.These defects are mainly reflected as a high market threshold,lack of price regulation clarity,inadequate protection for consumers,etc.This paper thinks that China can refer to the regulation model of countries where the Internet-reserved taxi industry has been relatively developed.Based on analysis of respective advantages and disadvantages of various countries,feasible suggestions are proposed according to national conditions of China.Section 1 is an overview of the Internet-reserved taxi regulations.First,the Internet-reserved taxi is defined.Then,characteristics differing the Internet-reserved taxi from the traditional taxi are examined.Finally,the major legal relationships involved in the Internet-reserved taxi are discussed.Section 2 lists the status of regulations on development of the Internet-reserved taxi abroad.The regulations in the US,Britain and Singapore are introduced.This section mainly summarizes advanced experiences of countries outside China and their implications on China's regulations on development of its Internet-reserved taxi industry.Section 3 first introduces the development status of China's Internet-reserved taxi industry.After that,the development status and existing problems of China's Internet-reserved taxi are examined.These problems are further classified and listed.Section 4 puts forward feasible suggestions for optimization of regulations on China's Internet-reserved taxi industry based on analysis of the former three sections and in accordance with China's national conditions.These suggestions cover reclassification of Internet-reserved taxis,proper guidance of the Internet-reserved taxi industry's pricing mechanism,establishment of the "compensation first" system,improvement of the Internet-reserved taxi industry's credit investigation and evaluation system,etc.
