Citizen participation as a necessary condition for the realization of good governance is also an important way for the realization of civil and democratic politics.Farmers’ participation in public cultural services is not only related to their basic cultural needs,but also to the protection of farmers’ basic cultural rights.Based on the investigation of Farmers Participation in public cultural service in author’s hometown,it’s in the "weak participation" state for farmers who are main bodies in grass-roots public cultural service,which seriously affected the realization of farmers’ basic cultural rights and hindered the enhancement of efficiency in grass-roots public cultural service.To explore the action logic behind this "weak participation" phenomenon,it can be solved from two aspects of the substantive theory and the form theory.From substantive theory,the logical starting point of the "weak participation" of farmers in grassroots public cultural services,including motivation distinction and unmatched supply and demand,as well as function distracted and endogenous failure.From form theory,the "weak participation" action logic of farmers in the grass-roots public cultural service is different according to the different fields."weak participation" in the field of family is comply with ethical habits logic,in a "government discipline" level;"weak participation" in the community field is comply with the logic of taste habit,in a "partnership" level;"weak participation" in the social field is comply with the interests and contract logic,in the level of “symbolic participation”.
