By observing the history of innovation in the world, especially the history of Chinafor more than thirty years by now, it can be proved that, without the guarantee ofreformation of political system, we will lose the progeny of the reformation of economysystem, and the object of constructing modernization will not be achieved. Legislation, asan important way of political management, relates to the stabilization of society andcountry. During the important period of social transformation, there are many independentinterests and conflicts in the society, which shows the complex of the society itself. Then,legislation becomes the most direct and available manner to resolve these problems.Moreover, the bodies of legislation exert their effect in this course. Authoritative andexcellent legislator, with democratic and exoteric legislation process, incarnate thecivilization of polity. Through the research of relative theories and systems, we canendeavor to promote the social reformation on the aspect of legal system.This dissertation includes four parts. Part1introduces the common theories andstipulates the main scope of the body of legislation, Part2analyses the features of theperiod of social transformation, and establishes the background for the construction of thebody of legislation. Part3provides several possible approaches for constitutingprofessional legislators. Through analyzing the theories and systems of pubic participatingin legislation, Part4attempts to design some schemes to consummate the democraticpolity of China.
