Balochistan province of Pakistan frequent suffered separatism.Due to the historical and practical factors,Pakistan's federal government and the Balochistan are in continuous conflict.The broken central-local relationship is like Pakistan's Suleiman Mountain.Become an obstacle to the stability and unity of the country.This paper traced the history of Pakistan and Balochistan provinces,clarifies the power game between Pakistan's central government and local forces,and analyzes the power running logic of Pakistan's central-local division from the perspective of clientelism relations.Three conditions for the formation of clientelism relations were studied: unfair distribution of resources,lack of state protection,and failure of clan support as a framework for the analysis of Pakistan's clientelism relations,which was introduced into the context of the power reforms in Pakistan's central government and Balochistan province.The study found that Due to the imbalance in resource allocation and national protection,the protection of clans in Baluchistan has been strengthened,and the clientelism relations have been fissioned between the central and local governments,forming the core of the Pakistan People's Party and the Muslim League(Sharif).The Central clientelism Group and local shelters represented by tribal forces,religious parties and armed groups represent the respective interest groups.With the power of the two parties as the core,Pakistan's national system has two pairs of bidirectional power subjects.Unlike the “vertical”structure of the clientelism relations in the previous national system,Pakistan's clientelism relations are “parallel” clientelism.Within the clientelism system,there is an irreconcilable contradiction between the mainstream political power under the protection of the central political family and the power structures sheltered by various forces in Baluchistan.The confrontation and struggle between the two clientelism forces are the main reason for Pakistan to achieve social development and national stability.
