The Study Of "Talk And Judge" Mediation Mechanism In Tuqiao Town Chaoyang Community

With the continuous innovation of contradictions and disputes settlement methods,based on community autonomy as the core,to resolve conflicts in the community within the scope of effective governance system to avoid the development and upgrading of people’s disputes,has become the main mode of today’s conflicts,has been at all levels of government and scholars."Talk and Judge" mediation mechanism is based on "talk and judge" group as the carrier,mainly to solve the contradictions between the masses and the masses,the contradictions between the masses and the government."talk and judge" group is a non-governmental organization established under the guidance of the government,independent between the government and the masses of the third party."talk and judge" mediation mechanism has a great role in promoting people’s mediation and community work.,it has great value and great reference significance to community governance.In this paper,the Chaoyang community of Tuqiao Town,Jintang County,Chengdu City,Sichuan Province is taken as the field investigation object.The research methods such as literature research,field investigation,interview investigation,case study and so on are adopted,and the relevant materials are consulted and the results are analyzed.The present situation and existing problems of mediation system in agricultural communities are analyzed and summarized,and the countermeasures and suggestions are put forward in order to solve the contradictions and disputes in the communities.It is helpful to the development of people’s mediation system and community governance.The following contents are mainly studied: the first part is the definition of relevant concepts,including mediation,"talk and judge" and the people’s mediation;The second part is the description of the practice of "talk and judge" mediation mechanism in the community.The basic situation of the community,the background of the mediation mechanism,the composition of the "talk and judge" groups,the basic content and procedure of the mediation mechanism,etc.The third part is the analysis of the problems and causes of the mediation mechanism,and the forth part is the countermeasures to perfect the mediation mechanism,mainly aiming at the problems raised in the third part.
