Study On Transportation Comprehensive Law Enforcement Model

The high efficiency of administrative law enforcement in transportation is the basis for ensuring the smooth implementation of various policies and measures in the transportation industry.With the rapid development of China's infrastructure construction in the transportation industry,more and more problems have also been exposed in administrative enforcement of transport administration.This has become an urgent problem to be solved.Combined with the guiding ideology of deepening the reform in an all-round way,the comprehensive enforcement of transport has become the only way for our country to deepen the reform of the administrative functions of the government and build a powerful transportation country.Therefore,it is very important for the development of transportation industry in our country to study the mode of comprehensive law enforcement of transportation and propose the reform proposals theoretically.(1)This thesis has summed up and analyzed the problems of our country's administrative law enforcement of transportation and the reasons of these problems appear by visiting of the provinces,cities and counties that carried out and not carried out comprehensive transport law enforcement reform in our country,as well as discussed the situation of China's comprehensive transport law enforcement statistics with the field of transport law enforcement experts and law enforcement officers,and concluded the necessity of our country's comprehensive law enforcement reform of transportation.(2)Through the summary of the comprehensive enforcement of transport reform characteristics in our country,the comprehensive enforcement of transport law in our country can be summarized into four types of comprehensive law enforcement: one multi-bureau one corps,one hall two bureau one corps,a team a multi-center and cross-department comprehensive law enforcement mode,and explained in detail the definition of the four models,organizational structure.(3)It has been used SWOT-PEST analysis method to analyze the four advantages,disadvantages,opportunities and threats in the four aspects of politics,economy,society and technology from qualitative analysis respectively,summarized the characteristics of the comprehensive law enforcement model and made recommendations.It has been combined the entropy method with the TOPSIS method effectively to calculate the various the relative closeness of the model,and finally come to a scientific and reasonable evaluation results.At the same time,we verify the authenticity of the evaluation results by using three methods: traditional TOPSIS method,AHP-TOPSIS method and multi-level extension method.(4)It can be seen from the evaluation results,that the four evaluation methods all give us that the optimal mode of comprehensive law enforcement reform in China is the ‘a team a multi-center model'.The other three comprehensive law enforcement models do not apply to current institutional reform goals and government coordination capabilities,which provides a scientific basis for the decision-making of comprehensive law enforcement system reform in various provinces in China.
